Practical Experience with High-impedance Fault Detection in Distribution Systems
High-impedance faults (HIFs) on distribution systems, such as those caused by downed conductors, are difficult to detect using traditional protective relaying because low fault currents are often masked by load. HIFs are of public safety concern if left undetected. In this presentation, we document PPL’s motivation and approach for improving HIF detection on its distribution system using substation-based feeder protective relays and recloser controls that include an HIF detection algorithm. The presenters will provide a brief explanation of the HIF detection algorithm and its application and explain the early challenges in developing HIF alarm logic and include an analysis of false HIF detections in an initial pilot. Attendees will hear how PPL learned from initial field data and the path it took to improve user experience and field performance. Presenters will show findings from live downed conductor detection testing and explain how PPL introduced improvements to the HIF algorithm logic to reduce false assertions. Finally they will provide event analysis from real-world HIF fault conditions and discuss HIF algorithm and logic performance.

This session will review a new crew-friendly Digital Construction Management solution that optimizes the entire construction-to-asset booking process.  It allows for rapid reporting of as-built data, decreases the time needed to book assets, reduces CWIP levels in accounting systems, limits AFUDC costs while awaiting project close-out, and ultimately provides superior data to ADMS and GIS.
